Is it normal to see some oil on the oil drain plug after an oil change or should it be completely dry of oil?

When I looked at the oil drain plug the first time it looked like it had some oil on it (maybe some oil is seeping out?). So I dried it with a paper towel and it was dry. When I came back a few minutes later to check it the oil drain plug looked like it had some oil on it again. Is it normal to have some oil around the oil drain plug so I can tell if I need to tighten it more?Is it normal to see some oil on the oil drain plug after an oil change or should it be completely dry of oil?
No, i would take it back to where you got it changed, it could be possible it was cleaned poorly, if you have a 17mm wrench make sure it is snugged. But being a 95 it could be possible its already has leaks such as pan gasket or some sort of trans leak.it would not be uncommon on an older vehicle. They also have aluminum crush washers that are suppose to be replaced ,not reused. Is it normal to see some oil on the oil drain plug after an oil change or should it be completely dry of oil?
no, that is not normal.

There should be a fiber like gasket or metal sealing washer on the plug to prevent this. They do wear out. You should be able to get a new plug or gasket from the local auto parts store.

If you snugged it down good, I'd leave it, be sure not to over-tighten it, that will be many more dollars to fix.
