Those are ';crush washers'; - they are made to seal by deforming. It is possible to crank down on them more and get them to deform some more, but some oil pans - notably Hondas - are already susceptible to the threads stripping even when the bolt is torqued with a torque wrench. Those pans are expensive. Been there, done that, have the T-shirt.
